| On 26 June 2003 there was a change in the ownership
of Data Collection Ltd (DCL). DCL's founder, Dr. Christopher Bennett, has accepted a
position with the World Bank in Washington D.C. He will be working as a full-time
transport specialist in the East Asia and Pacific Transport Unit. His involvement with DCL
will cease from the time of his appointment in the fourth quarter of 2003.DCL's current manager, Mr. Paul Hunter, will
continue with the firm and is participating in a management buy out with Mr. Jerry James,
DCL's North American agent, and Mr. Raj Mallela, who has worked closely with DCL for
several years. Between them these three have many years of experience in the data
collection, asset management, software development and other related fields. All other
staff will stay with DCL.
DCL will continue to focus on the
ROMDAS system and we are committed to serving our existing and potential customers with a
high standard of service and products. A separate company has been created to handle DCL's
existing non-ROMDAS business, such as the HDM-4 Information Management System (HIMS), and
this will be managed by Paul Hunter. We will continue to have a tight linkage between
ROMDAS and the HIMS.
We look forward to working with

| ROMDAS Z250 Reference Profiler |
| The ROMDAS
Z-250 Reference Profiler is used to measure the road profile for the
purposes of either calibrating a roughness meter (ROMDAS Bump intergrator) to IRI or for
obtaining a very accurate measure. The Z-250 is walked along the road and
records the elevation profile (in mm) at 250 mm intervals along the road. The data are
logged into a hand-held Windows Pocket PC. At the end of the survey the Z-250 calculates
the IRI for the wheelpath. The data can be downloaded to a PC for analysis using the
industry standard RoadRuf software.
Our Z250 has undergone several design changes over the last

Road and Bridge Data Management
System
The HIMS is a powerful
relational database system designed to store and manipulate data on any asset - from roads
through bridges to traffic and accident. With fully user definable tables, dynamic
segmentation, user definable forms, and more, it can be configured for any application. It
also has an embedded GIS, outputs files for analysis with HDM-4, and more. For further

available. This version has particular attention being paid to simplifying the transfer of
data between the HIMS and HDM-4. The updated HIMS User Guide is also available for
downlaod.

The following software updates
are available for download from www.ROMDAS.com:
- ROMDAS Road
Management System: The RMS v 4 is available. This features improved GPS
data processing routines for creating MapInfo files, ability to visually rate video
distresses from the computer keyboard, and ability to estimate pavement and shoulder
widths from videos. An upgrade to this version is required from all existing users who
have not purchased the software in the last 12 months.
- Z-250: The
current release of the Z-250 software is v1.2. It has improvements for field surveys.
- ROM-DOS: The
latest version of ROMDAS for MS-DOS fixes some minor bugs.
- ROM-WIN: The
next version which will support the Transverse Profile Logger. This is expected to be
available by middle of July.
